When Sarah Palin was mayor of Wasilla, Alaska — population 7,000 — she charged rape victims for the rape kits used to collect evidence that would help prosecute their attackers.

The policy, which cost each victim $1,200, remained in place until the Democratic governor changed it in 2000.
